' NEW YORK, 11th January.

The Washington correspondent of the "New York Times" says that the Senate Foreign Relations Committee to-day favourably reported on a joint resolution empowering the President to join with other Governments.in lay: ing an embargo on the export of arms after it had. been determined that "shipment of arms or munitions from countries producing these commodities may promote and -encourage the employment of force' in the course of a dispute or conflict between nations." It is obvious that the resolution is aimed at the hostilities between Paraguay and Bolivia in Gran Cha'co. There is no expectation that the power given by tho resolution will be used in other parts of the world, particularly theOrient, where Senators believe invoking the embargo would be likely to prove to China's disadvantage.
