As the ban on issues has been only partially relaxed in favour of certain municipal issues, Mr. Bruce 'a operations will take longer than was originally expected. This delay complicates Mr. Bruce's negotiations and reduces the time available to him for handling the New South Wales £9,000,000 loan falling due for repayment on Ist July.
