\ u PARIS, 55th September. . War is a collective crimed . How can one teach children the art of killing," asked M. Herriot, in a speech at Gramat on the eve of the League Assembly. , Recalling that the French Budget for 1933 reduced the army by 527 officers and 43,000 irien, and morer over that the sixty-two divisions of 1921 had been cut to thirty in 1933, the Premier declared that France had given proofs of constructive pacifism. He was glad that France was not the only country^ to .emphasise that German rearmament would be the prelude to a return to the world's former follies. "We have another cause for anxiety. This is due to the agreement between the German demands and the writings of authoritative technicians tending to' an indication that Germany is seeking'to organise a p oweirful modern army destined, .for aggression."
France, he continued, but for her goodwill, might still be iri possession of the Rhineland, which was returned to 'Germany before the Treaty obligations ; were, retrieved. France received no thanks for that nor for the fact that, despite the "depression, she opened French markets to German goods, enabling Germany to show a favourable trade balance of 28 millions. ;,-■:'
