Several remits passed at the conference of tho South Island Federation of School Committees were forwarded to tho Education Board for comment. One dealt with the papers for the proficiency examinations, . and the chairman, Mr. Wallace, remarked that grave dissatisfaction existed over a seeming difference in difficulties of the papers set for tho examinations. "The sitting for examination is like taking a ticket in 'Tatts';. it is a matter of luck/ he said.
