The conference between the coal owners and West Coast miners' organisations entered tho'fourth day this morning when the parties continued with their discussion of tiic proposals and counter-proposals, Tho delegates when interviewed at 1 o'clock gave no details, but-expressed themselves as optimistic Of a settlement this afternoon.
