President Hindenburg's decree permits the Brown Army of the Eeichsbanner, but not Communists, to wear uniform, and imposes a severe penalty on the illegal possession of arms. Newspapers are liable to suppression for a month, if they incite the public against the Government and bring thje authorities and religion into contempt. Official statements must be published.
President Hindenburg1 states that if violence recurs, political armies will again be suppressed. : •
