AMERICAN ADMIRAL'S IDEA
WASHINGTON, 6th February Admiral Pratt, testifying before tho House of Representatives' Expenditures Committee against the consolidation of tho Army and Navy Departments into a Department of National Defence, said: —
"Japan has the most efficient war machine the world has over seen. She is bound to have it. We could sever have such an. organisation in our country.
"The Emperor is in supreme command, ana his General Staff of Army and Navy officers i 3 one great staff."
