"Apparently the Mayor, .arid perhaps his councillors, do not,fully appreciate the mood or temper of ratepayers and citizens generally at the*, present time. It is not a question of more burdens, but emphatically of less. The Mayor niust; not besurprised if he finds a, very strong collective movement to force down, not only the rates of this city butthe valuations upon which high rating burden is made possible."
