A MAYORAL APPEAL

RETENTION , URGED

Mr. Hutchinson expressed the opinion that sustenance granted to able-bodied unemployed men by the Hospital Board was tantamount to a dole, against which the Government had rightly set its-face. ■ The system should • not"be allowed to creep in even in that modified'form. Unemployment relief was a national problem, and the method of providing it should be by work. It was imperative that'the payment of relief by.the Hospital Board should be continuance of wholesale employment trader" No.' 5 scheme and. tho unregulated. operations of social service brganisatiohs should be abolished. The Government should aim at an absorption of the men by land settlement Mhemes and by secondary industries.
