BIG PROGRAMME MOOTED*
WASHINGTON, 3rd January. • Mr. Carl Vinson, the new Democratic chairman of the House of Bepresenta* tives Naval Committee, is to introduce a Bill calling for a ten-year shipbuild* ing programme similar to the recently proposed programme to which President Hoover expressed opposition. M. Vinson's Bill requests tie building of 120 ships, including four aero* plane carriors, nine cruisers, 85 destroyers, and 22 submarines, at a total cost of about 616 million dollars.
