A day-long secret session of the League Council, including Mr. Preutiss Gilbert, but not including the Chinese and Japanese delegates, was followed by a communique stating that the Council had discussed proposals to bo submitted to China and Japan
Council members who'were signatories to the Pact of Paris had decided that their Governments should call the attention of the Nanking and Tokio Governments to the obligations undertaken under Article 2.
The Japanese delegation, in a lengthy communication, defends the presence of aeroplanes and bombings owing to disbanded troops, including 3200 at Chinchow, menacing their nationals. It denies reports that Japan has asked that Russia be admitted to the League discussions regarding Manchuria.
