PRESIDENT'S PLANS
NO DIRECT FEDERAL RELIEF
WASHINGTON, 19th August.
President Hoover has appointed Mr. Walter Lifford, president of the American Telephone" and Company —one of' America's largest corporations; —to 'create a superorganisatibn' for meeting-the unemployment' crisis in. the coming winter.' : ■ >■•• . •
The President thus hopes' to avoid the threat of Socialistic legislation arising out of a recent memorial submitted to him. He plans to meet the situation with a policy of local initiative and with the Federal Government acting1 as ai central, co-ordinating body. : : ] The President indicated that he will fight every proposal for an enactment of direct relief by the Federal Government.
