ONLY WAY OF SETTLEMENT
LONDON, 18th July. The Paris correspondent of the "Observer" states that tho Franco-German question must be settled first by the French ' and Germans face to face. Tliero must bo no attempt to arbitrate or intervene. Tho French representatives at the conference will be the Premier, M. Laval, and MM. Briand, Fraudin, and Poucet, Under-Socretary.
