DRASTIC DECREES
REIN ON NEWSPAPERS
BERLIN, 18th July.
An emergency decreo regarding the flight uf capital abroad, orders all possessors of foreign currencies to ■ offer them to the Roichsbank within any time limit tho Government specifies and enables the Reichsbank to sell the currencies if necessary. Exceptions can bo made if tho possessors report their existence, but provo that the currencies are essential for purposes which are economically justified. Possessors of currencies must inform tho taxation authorities before 31st July. The penalty for non-coniplianco is imprisonment extending over ten years in serious cases. Another decree imposes a tax of £5 on every German subject resident in .Germany travelling abroad. Non-com-pliance involves a maximum line of £20. The decree becomes operative on 22nd July, and remains in force until Ist October, but is subject to earlier cancellation. The new decree compels all newspapers to publish the Government reply lto their attacks. Newspapers must publish all Government manifestoes and proclamations free of charge. Twenty-two Communist and four Hitlerite nowspapers have been suppressed.
