FRANCE INSISTS ON LIMITATION
CONFINED TO GERMAN FINANCIAL CRISIS

LONDON, 19th July. The question of France's representation at the Seven-Power Conference, to be held in London on Monday, remained uncertain until late last night, when the Legation announced, to the relief of Whitehall officials, • that the French Charge d'Affaires was making the necessary preparations.
The British Foreign Secretary, Mr. Henderson, was compelled to yield to the French insistence that they would not join the London Conference unless it was confined to the discussion of Germany's financial position. The only alternative would have been France's withdrawal. The British Government desired the discussions to extend far be3 rond the immediate German position, seizing the great opportunity which the conference presented to deal with the world problem instead of only a part of it.
