EFFICIENCY METHODS
"The Hying squads are inclined to do nothing but fly," said a member of the City and Suburban Highways Board when discussing the employment of permanent surfacemen for road maintenance in place of "'Hying squads." The respective merits of the two melhods can be determined only by those who are hi a position lo measure results. But the discussion is a reminder of the fact that all of our efficiency methods will not stand [he lest of time. In private as well as public business there has been a tendency to rush hither and thither ill motor-cars and to call it business without examining too closely what thp result may be and the cost. The City Council itself may well take up this question and investigate whether its provision of numerous cars for officers and inspectors is wholly Worth while. It may be fotind that the cost of saving a man's lime is sometimes rather more than the value of the lime saved.
