FLOGGING JUST MISSED
TWELVE YEARS' SENTENCE
Found guilty-on a charge of rape on a girl, aged 13, at Normandale, Lower Hutt, Norman James Spicer, aged 31, narrowly missed being ordered a Hogging by Mi. Justice Reed. His Honour, after having intimated that but for the fact that the prisoner did not appear to be too strong physically or mentally ho would have ordered him to be : flogged, imposed a sentence of seven years' imprisonment with hard labour, to be followed by five years' reformative detention. When Spicer appeared in the dock he said that he would be pleased if his Honour could see his way clear to send him to a particular prison camp. Mr. Justice Reed: "I. expect you'll get there, but I don't know where you'll go before that."

His present offence was a dastardly crime. Children must .be protected, and it was' his. duty to impose a. severe sentence.
