ESSENTIAL WORKS
It was impossible, said Councillor W. H. Bennett, to say that the reduction in rates, if any, would be until the new council had! fixed its programme and the departmental officers brought down their estimates. If the money were not available, all but absolutely essential works would have to be dropped, but he considered street-pay-ing and footpaths essential.. Certain water and. sewerage extensions must be done for the health of the people.
