If otherwise, liable, pay Innd I and Income tax, and they pay Customs and amusement taxation and stamp duty In exactly the same way as voters. Tt would bo Impossible to exempt them. Tho unemployment levy Is collected from men of 20 years, who thon becomo eligible for tho benefits.
