The Govern* ment speakers will be the Prime Minister, Mr. Benn, Secretary for India» and Professor Lees-Smith, PostmasterGeneral. ■ Sir Samuel Hoare will speak, fol) members of the Conservative delegation, and Mr. Bald-win may speak dur* ing the debate. Mr. Churchill is ex* pected to express his personal point of view.
