Sir Philip Cunliffe-Lister (C.) asked: "Is it true that no country is willing generally to discuss tariffs, and that only bi-lateral negotiations are available for a truce, thus giving away our only weapon?" j Mr. Graham ■ replied that the question did not quite represent the position.
