GENEVA, 2nd December. "Public opinion is fed up with the words 'as soon as possible, impatiently declared Count Bernstorff at tho Disarmament Commission. "It wants something more definite." The outburst, which somewhat ruffled the placidity of the meeting, accompanied the German representative's motion that the main conference should be convened on sth November, 1931. Lord Cecil contended that tho League Council in January'should fix the date. Others supported this. Italy, Bulgaria, and Russia sided with Count Bernstorff, whose resolution waa lost. ______
