NAVAL TONNAGE
TRANSFER AGREEMENT
(British Official Wireless.) RUGBY, 2nd December. At the Preparatory Committee on Disarmament Lord Cecil saia that he had _ received instructions from tho British Government enabling him to agree to the principle of liberty to transfer tonnage from one naval category to another for navies whose global tonnage does not exceed 100,000 t*>ns. Liberty of transfer will bo applicable only to surface ships, submarines being excluded, and Hioir global tonnage fixed by tho Disarmament Conference for each Power.
