WASHINGTON, Ist December. Confusion inside and outsifle was thi keynote of the opening of Congress at noon. A motley horde of 500 Communists—* white, black, and yellow men and wo« men gathered on the Capitol steps witli banners and posters bearing inflammatory notices asking for the release ot . political prisoners. The police fired shots which routed the mob amid much excitement. This led to many melees within the group which the police quelled, using teargas bombs and night-sticks. A girl was seriously injured. Sevea demonstrators were arrested. \ HARASSED LEADERS. Meanwhilo the Congressmen and spectators within were unaware, of the trouble outside, but harassed partyleaders endeavoured to work out a programme which can be completed byj 4th March. The main disturbing factor was tha refusal of the Republican floor leader, John Q. Tilson, to give a right-of-way, to a programme favouring the Progressive faction. He advocated night sittings in order to avoid a much-dreaded, extra session which was looming. The "feminine bloc" of the House, which numbers nine members, were> present, all wearing hothouse orchid blooms. A RECORD BUDGET. President Hoover submitted a record peace-time Budget of nearly four billion dollars for the fiscal year of 1932. He recommended the discontinuing of the 1 per cent, tax cut. The principal Budget items were aa additional 100,000,000 dollars' for tha Farm Board and a large sum for tha Shipping Board, the Wai^ Veterans, and road building. In the Senate the minority leader, Senator Robinson, announced that he would submit a Bill for a 60,000,000* dollars relief loan to the farmers in the drought area.
