LICENSING REFORM

LEGISLATION NEEDED

The annual meeting of the New Zealand Licensing Bcfonn Association was held yesterday, the Ecv. V. T. Williams presiding.' The report expressed regret at the death of Mr. T. Madden, one of the stalwarts of the association. His unrivalled knowledge of the subjects with which tlie association had to deal and his enthusiasm in the cause of improved licensing matters were of inestimable value to the organisation, and the loss of his over-ready counsel and advice would be severely felt. 'Die association was fortunate, upon the retirement of Bishop Williams, in securing the Rev. P. T. .Williams as his successor to tlio office of Dominion president. The year started with a credit balance of £.150 Os 3d, and concluded with a credit balance of £143 os,7d. Early in the year it was made-clen-i" :by the -Government that it was determined not to deal with licensing' legislation during the session . just past. Bequests had been made by the associated clubs that the organisation should take active stops immediately upon Mr. Forbes's return, to endeavour to induce tho Government to bring down a Licensing Bill' next session. Although, owing to the insuperable barrier created by the failure of the Parliamentary machinery to function on licensing matters, but little activity could be reported during the past year, the executive again wished to thank members for their loyal support and trusted that their patience would be rewarded by the opportunity being offered ia. the near future to enable tho organisation', to. take active steps, towards 'achieving ..those objects of licensing reform so greatly to be desired., : : : Officers were ejected ~;is i'ollow:4---| Dominio.il president, Kov.
