An indication that the United Party regards the forthcoming contest aa crucial is revealed by the plans being made to enlist the active campaigning offorts of at least six Ministers of the Crown.
The Minister of Labour (Mr. Veitch) arrived in Auckland yesterday and will be in the city for several days. Mr. Veitch will be dv tho platform at.Komuera on Tuesday evening, when the United candidate, Mr. W. A. Donald, will make his opening speech.
Still more significant of the importance attached by the Government to the by-election is the announcement made yesterday that Mr. Forbes, Deputy-Leader of the party, will arrive on Wednesday, and will address the electors that evening.
A statement was made yesterday that Mr. Donald, the United Party candidate, win nearly disqualified from standing by the fact that he would not complete a year's residence in Now Zealand until 21st April, three days before the closing date for nominations. An examination of the Electoral Act, 1927, shows that it is unnecessary for a candidate to have lived in New Zealand for one year, immediately preceding his nomination. The qualification for a candidate is, broadly speaking, that of an elector. The residential qualification for an elector is twelve months' residence in vNew Zealand (at any time), and three months in the electorate immediately preceding the application for enrolment.
The writ for tho Parnell by-election was formally issued yesterday. It appoints 7th May as the'date of the poll, and noon on 24th April as the closing time for the receipt of candidates' nominations. ,
