GANDHI'S CAMPAIGN
TO BE DISCUSSED BY CONGRESS

Mr. Gandhi's plans for tho opening of Congress include the presentation of an independence campaign, which is at present being submitted to a Congress working committee at Sabarmati. It includes a proposal that Congress should no control or direct a civil disobed ience campaign, but should givo its moral support to "a council of war" to control tho operation in selected areas. Thus Congress would bo divested oi! all responsibility for any outbreaks of violence in such areas. Mr. Gandhi favours' a campaign for the non-payment of taxes in certain areas and a concerted defiance of the Government's salt monopoly, the latter to include the production of salt by peo pie who live where ever there are natural facilities and the organisation of the dock workers of Calcutta and other ports. The proposals also include a refusal to handle foreign salt. If Con gress refuses to givo its assent to the plan Mr. Gandhi will carry out the campaign himself.
