Lord Olivier stated that they had made ai thorough survey of the sugar situation in: the West Indies, having visited all the "islands and interviewed a great many /people. Their report was now completed, japd he hoped to present it to the Secretary of State to-day. Lord Olivier attriIfchtes the depressed conditions of the West Indian sugar market to over-produc-tion of sugar in the world. . .
