ARMED MERCHANTMEN

LONDON, 38th January. The Japanese delegation to the Naval Conference to-day announced one of tho subjoots they had listed for the Conference's consideration —namely, Was there a possibility of limiting tho arming of merchantmen and their use as bases for aeroplanes?
The Americans at Geneva in 1027 attached the greatest importance to the former question in view of the British superiority of merchantmen capable of carrying 6-inch guns.
