; LONDON, 4th December. In the House of Commons, Mr. W. Graham (President of the Board of Trade), answering a question, said ha. would consider any practicable proposals to make impossible fraudulent duplication or triplication of share issues. It already was punishable with penal servitude under the Forgery Act. Mr. T. Shaw (Secretary for War), iii answer to a question, doubted the desirability of making illegal the eale of the Victoria Cross. The Army Act forbade the sale of decorations and mddals to unauthorised persons. This did not prevent bona fide sales to collectors and, similar purchasers. Mr. Thurtle (Labour): "Is not a nan whb earns a decoration entitled to do what he likes with it?"
There was no answer to the question. Tito House passed all stages of a Bill of indemnity necessary through the appointment of seven instead of sis members of the House of Commons as Undcr-Secretaries.
