LONDON, 15th November, The organising eommittoe of tho Bank of International Settlements at Badenbaden under the Young Plan has completed its labours. It has signed tho statutes and agreed to the headquarters being at Baßle. N ■• ■ . The deliberations do not disclose any revolutionary changes compared with the Young report, pfforts apparently being directed to the limitation of the activities with a view to appeasing the existing brinks, Tho whole 'scheme is left in abeyance pending tho second Haguo Conference.
