NORWEGIAN PRINCIPLE
TO OCCUPY NO MAN'S LAND

OSLO, 13th November. In a policy speech the Prime Minister, J. L. Mowinekfl, referred to polar exploration. He/ said that Norway always maintained that territory which had not been occupied de juro and de facto by another nation' should be regarded as no-man's land. She applied that principle to the Arctic and Antarctic, including Franz Josef Land, where she considers her citizens are entitled to carry on hunting and fishing unhampered by any foreign nation.
