LONDON, 2nd October. Criticism of the Anglo-Russian agreement centred on the- fact that, subject to Parliament's approval, restoration of full diplomatic relations is' to follow without any of the conditions on which Mr. Henderson at first insisted. . "It is a surrender to Moscow,'' says the "Morning Post," which points out that the questions of debts and propaganda are not to precede recognition, but to come afterwards. Thus the only guaranteo of a satisfactory settlement is abandoned. ;
Tho "Daily . Telegraph ", says that Mr. Heridqrsou has hopelessly "blackened tho Government's hitherto creditable diplomatic record. It is probablo the nation will shortly rue the step retaken, and it is certain the Government will. ■ . - .-■'.-
