AMENDMENTS TO BILL
Tho Wellington.City Empowering and Amendment-Bill has been amendedin many -directions by the Local Bills Committee of the House of Bepresentatives.
The clause giving the council power to impose construction of drains on owners subdividing land has been amended by the addition of a new subelause providing for the right of appeal by persons aggrieved as a result of tho council's decision.
Another amendment provides that special orders relating to loans may be quashed by the Court, provided the ac-
tion is commenced within three mouths of the passing of tho order.
Amendments nindc to the Bill in respect of the Lyall Bay airport are referred to under v separate heading.
Colonel' T. W. M'Donald (United, Wnharapa) said when tho Bill came before the House ho intended to oppose it in every way in his power. The Bill proposed to give the Wellington City Council extraordinarily wide powers, far too wide to be in the interests of
the people of Wellington or of New Zealand. It was proposed to go right outsido the general law of the land and to put into a local Bill wido powers which if necessary at all should be put into the general Statute.
