OVERCROWDED TRAMS
Regarding the subject of overcrowded trams, a correspondent ("Onlooker") writes:—"Might I suggest that each child occupying a seat while adults stand be charged the full adult fare for the time it remains in the tram, irrespective of its age? This is such an obvious way of combating this nuisance that I can only assume that, like the obvious in most things, it has not occurred to the powers that be to enforce it. lam willing to bet a re-spectable-sized wager that if such a rule were in force the number of children occupying seats in crowded trams would, and very quickly at that, be, reduced to the irreducible minimum.' Is there any reason why the obvious cannot be applied this time?"
