SPOILS TO THE VICTORS
The appointment of tho Ecv. D. C. Bates as tho Dominion's representative to tho Meteorological Conference in London was referred to by Mr. B. A. Wright (Wellington Suburbs) .in the House of Representatives on Thursday. Mr. Wright said that much had I been heard in the Address-in-Eeply Debate about "spoils to tho victors." In that connection, however, he reminded the House that the Minister in Charge of tho Scientific ana Industrial Research Department (Mr. Atmoro) had selected Mr. Bates to go to tho Meteorological Conference. Tho head of tho Department had been passed over in favour of Mr. Bates, who had at one time been the Director, but latterly had been holding a minor position. He was not saying anything against ( Mr. Bates; but that gentleman was a'personal friend of Mr. Atmoro's, and a supporter of the United Party." Mr. Atmore: "A good man, too." Mr. Wright: "I am not going to argue with him, but the point is that it leaves tho Minister—ho may bo able to meet it—open to tho charge of spoils to the victors."
