The "Sun-Herald's" political correspondent understands that Mr. MacDonald is considering the creation of anew portfolio of Minister of the Dominions, as apart from the existing office of Minister of the Dominions and Colonies. No decision has been reached yet, but it may be stated that there is every likelihood of its accomplishment, and that Mr. Vernon Hartshorn, now on the Simon Commission, will fill the post. Mr. Hartshorn is an Imperialist who is highly regarded in the House of Commons. The idea is not new, as the Conservatives had it in mind several years ago, but did not put it into operation. The change is considered necessary, because the functions of the Dominions OfSee are largely consultative, while the Colonial Office is increasingly administrative and Important, in view of Britain's intention to exploit the colonies for the development of the settlement of migrants.
