A secret conference" is being held at the Kremlin at which the* Communist leaders are discussing a. five-year plan for the industrialisation of Russia. The Press is publishing' a summary, daily. Ryk.off (chairman of Council of People's Commissars) and others painted glowing pictures of how the Soviet Union would not only reach but surpass the economic level of capitalistic countries. . RykofS 'pointed out that the plan "calls for .20 per cent, of the growth of industrialisation yearly. Such/ growth is .without precedent, even in the United Statesj which,, during tho ino§t intensive periods of development, increased only 8 per cent.
Kirpanoyski, head of the State Planning Commission, outlined projects for railways and canals, to Jink up the sources of food and fuel with industrial centres. • . ' ,
