PRELIMINARIES IN PARIS

.LONDON, 29th January. The "Morning Post's" Paris correspondent states that he is able, to say definitely that the reparations, experts will meet on 11th February. In the meantime, Herr Schacht, head of the Roichsbank, has arrived unexpectedly, and lengthily interviewed M. Moreau, Governor of the Bank of France, who will be his opposite number. It is understood that Herr Sehacht is anxious to know who will start the ball rolling. / Are the Germans supposed to come and ask for a revision of the Dawes Plan or are the five creditor Powers offering a revision? Probably the committee will be invited to meet M. Moreau informally on 9th February, when delicate questions will be settled before the start on the following Monday. :
M. Moreau gave a dinner to Herr Schacht in the evening, when the guests wore M. Parmentier, the second French expert, and Mr. Kingo Mori, the principal Japanese expert.
