The Primo Minister, Mr. Baldwin, addressing a public meeting at Dundee last night, dealing with the industrial outlook, said: "There is to -day a. bettor touo and more? hope in the industrial world than for some time past. The trend of trade is upward. It is not rapid, but it is more widespread than it was. The State can help, but tho less it tries to manage and control, the better it will be for industry."

Tho Prime Minister attached great importance to the question of scientific discoveries now in the process of application which may be of the greatest help, and mentioned in particular the provision of fertiliser from the fixation of nitrogen, which lie described as the only good thing that came out of the war, and the liquidation of coal, "which," ho said, "may transform our coalfields."

Iveferring to industrial changes taking place, Mr. Baldwin expressed coniidencc that the transitional period had now been passed, and that, unless anything untoward occurred, definitely better times would now soon bo reached.
