Other newspapers emphasiso that Signor Mussolini has laid down Italy's policy. She is ready to accept the lowest limit of total tonnage, provided that no Continental Power possesses more. Italy cannot ignore what others aro doing. The nations, professing pacific intentions are making tho greatest preparations for war. The total tonnage proposed of the new nine ships is only 37,000.
