NAVAL LIMITS
anglo.french proposals AMERICAN CRITICISM' United Press Association —By Electric Telegraph—Copyright. (Received 29th September, 2.30 p.m.) NEW YORK, 28th September. The • basis of the Anglo-French proposals are "Limitations which the Disarmament Conference is to determin* and will deal with four classes of naval vessels: — (1) Capital ships over 10,000 tons and with greater than Bin guns. (2) Aircraft carriers over 10,000 tons. (3) Surface vessels of 10,000 tons or less with over 6in and up to Bin. guns. (4) Ocean-going submarines isf over 600 tons.' 5 Tho reply says that tho first two classes aro regulated by the Washington Conference, and the British and French authorities propose to limit only cruisers of 10,000 tons or less- and submarines of over 600 tons. The United States holds that the limitations 'to be effective must apply to all combative vessels. "None would deny that modern cruisers or destroyers, armed with 6in. guns, have very high offensive value, especially to any nation possessing well distributed bases over the world." The reply also points out that the Anglo-French suggested restrictions would effect types peculiarly suited/.to tho United States' needs. ''
