Sir James Parr said that ignorance and misunderstanding were the worst foes of the League's work. The slowness in. disarmament was due to; lack of will in the right direction, therefore intellectual co-operation should be _ the means of creating essential, preliminary; moral disarmament. It might be advisable to send men of 'culture to th» far-flung Dominions to get in touch, with people controlling the education, of youth. League text books would. also be useful. Senator M'La-chlan, of Australia, spoke similarly.
