LEGISLATIVE COUNCIL.
The Legislative Council met at 2.30 p.m. to-day. The Magistrate's Court Bill was reported by the Statutes Eevision Com* niittee with technical amendments. The same committee reported the Statutory Land Charges Begistration. Bill with amendments. The Johnsonvillo and Makara Gas Supply Bill was reported by the Local i Bills Committee without amendment. The same committee reported similarly/ on the Hutt River Board Empowering Bill. Seven days' further leave of absence was granted the Bight Hon. Sir Bob* crt Stout on account of illness. Resuming the second reading debate on the Industrial Conciliation and Arbitration Amendment Bill, the Hon. W. Earnshaw said tho time had come when the Arbitration Court should give placo to a system that would create better feeling between workers and employers in the Dominion. There was no comparison between industrial life now and industrial life as it ob-. tamed when the Act was put on th» Statute Book. Before there was practically no industrialism; to-day the very existence of the country depended on it. The whole situation had been changed. Where could they draw the lino between the rural industrial worker and the industrial worker in the towns. If exemptions were considered for rural workers, they could say good-bye to tho Arbitration Court. One reason for the failure of the Court had been because botli sides had wished for an industrial truce, but both sides had deliberately refused to recognise 'the circumstances on tbo opposing side. This had tended to breed disorder and disputes.
