Briand's frank utterance in the Assembly of the League of Nations at Geneva has given a terrible shock to political circles and public opinion in Germany. The newspapers publish the strongest comments on M. Briand's remarks, in which he emphasised Germany's potentialities and resources for war in spile of the disarmament which had taken place. The speech is described by the "Allgemeine Zeitung" as "malicious, dogmatic, and unjust," and a heavy blow to rapprochement. Other papers describe the speech as "insolent," "a wicked attack," and "devastating," and as '"Is this the Locarno Briand?"
