It has been arranged between the Government Whips and Labourites that the Home Office vote will be brought on in the House of Commons to-day to afford the Opposition an opportunity of initiating a debate on the appointment of Viscount Byng as Metropolitan Police Commissioner in the place of Sir William Horwood. It is reported that Sir William Joyn-son-Hicks may feel it desirable to explain more fully Viscount Byng's task. The phrase "Stern call to duty" has not been used lightly. Administrative reforms of great importance are in prospect. Some of the changes involved will require courageous handling. ,
