In tho Arbitration Court, Judge Beeby, giving judgment upon tho claim by the Waterside Workers' Union for a. new award, declared that tho union's officials had fomented strife on the waterfront, even more than the men themselves. The union's policy was a danger to the community. Unfortunately, the employers had gradually yielded to the conditions imposed by the men's federation, and the position on the waterfront had become inoro difficult. The Judge refused unconditional preference, and provided penalties for breaches of the award, which would enable the employers to come to the Court instead of yielding so frequently to union pressure.
