- . . ■' THE KELLOGG PROPOSALS I RE-SUBMISSION.TO POWERS \ Australian Press Association. < : WASHINGTON, 21st June., The original draft of the Kellogg proposal for a multilateral treaty outlawing war will be submitted again to tho Powers with only one change,, and adherence is invited on that basis, according to information in authoritative circles outside the State Department to-, day. j The Department itself is silent on tho subject, but it is learned that the change is embodied in the clause inserted in tho original preamble specifying fliat; the signatories will bo immediately released as against any Government party to tho compact that violates it. There are now indications in informed circles that Prance, at least, will object if nioro reservations are not specifically setiforth.
