A special committee was set up by the Upper 1-lutt Borough Council at its meeting last night to confer with residents in Beth street, to see if they will agree to constitute themselves a special' rating area for the supply of water. As matters stand, land in that block is rated for water, but there is no supply, and the council considered that a special rating area would bo the best solution for the residents, who would, then bo exempt from the now reticulation, water rate,
