A dispatch from Riga states that a Commissar reports that the Government is unable to copo with tho financial crisis over the recent loans, which, dospito coercion, failed to. achievo the desired results. Workmen are refusing to subscribe to the industrialisation loan, and peasants are ridiculing the agricultural loan. Actual buyers were queued up outside the banks endeavouring to dispose of bonds. The banks forced them to sell at half-"price. The Soviet currency is rapidly falling, and a renewed struggle between the Stalinists and the Oppositionists is expected.
